Lcheapest 9070xt on amazon is $750. That's only up about $20 from a couple weeks ago. If you are buying a card before the end of next year... well... I wouldn't be worrying about a mythical $50 discount on black friday. Get a card now.

LI did some quick research. It seems the game has recouped all its costs and is profitable now. PC sales accounted for only around 17% of total sales. If they wanted to boost PC sales for some extra profits, they could launch it now on Steam, no?
