So when I go to bootup my laptop it loads like normal except I don't have the windows loading symbol and no login screen ever appears. Also the same thing happens in safemode. Any suggestions besides reinstalling ?

Yes but I actually have a good reason. I still have an agp video card that will work just fine for what I do. So no point in buying a new one. If I was buying a new system from the ground up I would go with PCI express.
