Yes but I actually have a good reason. I still have an agp video card that will work just fine for what I do. So no point in buying a new one. If I was buying a new system from the ground up I would go with PCI express.
What socket are you going to be using? For OC'ing, definitely get an NForce based board.
In s754, I had good luck using an Epox 8KDA3J. Kind of a budget board but it OC'd well (and only cost $70). The DFI Lanparty UT is around $100 and gives you all the DFI extras and OCing options. I had the Epox, my friend has the DFI and we were both happy.
In s939, most people will tell you there's no substitute for the MSI Neo2 Platinum, but it is $140 or so. The Epox 9 series also OC's well from what I hear and that runs around $120. I jumped to PCI-E, so I've never really used either .
