Yet another "workgroup" issue

My computer is wirelessly connected to our network.
I have internet.
I can ping other computers on the network.

I cannot share files, or see other computers through windows explorer.
I click on "workgroup computers" and the computer just gives me a blank look as if to say: "Why are you clicking this button? This isn't a button, it only looks like a button, it's not really supposed to do anything"

My friend has service called "Computer Browser" currently in his Services.msc panel.
I do not. :)

Theory: I somehow uninstalled this VITAL service, and now I can't see anyone.

How can I install Computer Browser service back on my system?
We just tried running svhost.exe -k netsvcs and it's still no go.
 
When you right click my compter do all the computers have the same workgroup?
