Yeah, I think knowing something about it's going to be used helps to gauge the performance class required. And then, of course, knowing your price range.

For example: I want a slightly used 4090 Strix for about $100 USD shipped.

I sold my 4070 and want to upgrade it but also I am waiting for the best deal. The idea was to get a cheap gpu such as a rx 580 or similar and run it until I find such a deal.

I have 2 really old AMD gpus. HD vintage. Not sure what you are doing. Gaming would be a struggle but any other work they would get you by.

I have a Gigabyte GTX 1060 3gb for $50 plus shipping if you're interested.

I have a Gigabyte GTX 1060 6 gb for 60 - free shipping to lower US 48.

I'm thinking I'd be disappointed with the purchase.
Haha, of course. My point is that card was top of the line when it came out umpteen years ago. I still have my pair i rand in sli with an intel q6600 cpu and 16gb ddr2 ram. Now it's all so cheap it's barely worth the hassle to ship it. In less than 20 years the 4090 will be paper weights and that notion bothers me.

But by then the OP won't want them because they'll be too old. So this is a perpetual thread.
