Windows XP System Crashed

My Sisters Dell computer has crashed. Each time I try to start it, I get this reading:

"Windows Could not start because of an error in the software. Plese report the problem as: ( blank )

Load needed DLLs for Kernel. Please contact your support person to report this problem"


She has had this computer now for over two years, and somehow she las lost her backup disk.

Can anyone here recommend to me what needs to be done?
 
I'd run a HDD test (Seatools/DFT) and memtest. If they pass, re-install Windows. XP OEM ISOs are available online for download...
 
Run with the XP cd and press the usual F8 or whatever and try repair it from the cd, if that doesnt work then format is needed.
