This is on my parents computer and I just came home to it.

The scrolling on web pages is almost unusable, it has that short and choppy scroll like the web page is to heavy for the computer. (Athlon 64 X2, 2 gig ram... etc)

Also, the device manager no longer seems to be working. I can get to device manager window, but there is just a blank window. Also, there are no network connections, though everything works.

Pops said that he tried all the fixes on the microsoft web page but none seem to really work, and that he also read that most of these fixes were hit or miss.

I just wanted to know what you guys knew about the situation and if there is a way to fix it.
I did do a search or two, but couldn't stand the incredible lag!

I had similar issues a while back when one of the MS patches borked my user permissions.
MS brought out another patch to fix the issue.
Sorry I cant help more, it was a while back.
 
sounds like a few of the drivers need to be installed/reinstalled.. that's def what is causing the webpage problems
 
My first thought is virus, though I suppose a MS patch could have trashed the permissions as well.

If it were me the first thing I would do is throw the hard drive in another PC with a quality up to date active anti virus and scan the drive, wouldn't hurt to take care of any spyware at the same time. Then put the drive back in the other PC and and restore user group policies back to default and go from there.
