Windows not booting up...

Okay so I had my Q6600 OC'd to 3.0 ghz with 1.31v and it was stable for about a week. Then today when I tried to restart my comp it froze up when restarting. When I went to boot it back up it reset the CPU freq back to stock.. so I just went with it. Windows doesn't boot. Any suggestions to fix this?

Windows Vista 32bit
Q6600
GA-965P-DS3 motherboard (latest revision)
evga 8800 gts 640mb
4 gig of g.skill ram
74 gb raptor
320gb seagate
250gb maxtor
 
What happens when windows doesnt boot?
ie where does it fail, anything strange happened...
