weird problem - motherboard maybe?

I have a windows 2k install on the following system:

asus a7n8x-e deluxe
msi geforce4 ti4200 128mb
audigy 2
512mb of value pc2700 ram
athlon xp 2800+

Everything installed fine and there wasn't any problems at first. After a while I noticed that whenever the computer gets mildly busy (i.e playing CS while using ventrilo [voice chat]) the system starts acting a bit funny. The keyboard and mouse respond but are delayed in responding by almost a second. This isn't the same delay that happens when LOTS of things are being loaded at once (i.e. stopping responding temporarily) - it happens when running with a load that my old 1700+ and 133x2fsb system handled easily.

The problem resolves temporarily if I unplug the (usb) mouse and keyboard and plug them back into different slots but returns within a few minutes.

Is this a motherboard problem? If it is, what could be causing it?
All drivers are up to date and bios has been flashed to the most recent release.
