Does anyone know any good web filtering software? Is there any built into windows, can I create a local security policy to filter out certain websites???

The HOSTS file is quite effective at that. Just redirect any site you don't want to come up to 127.0.0.1 and bob's your uncle.
 
check the QoS settings on your internet connection settings in windows. Also, if you have a hardware router/firewall then it probably has some sort of DNS blocking built in.
