very strange browser problem

I have a xp pc that both firefox and IE are not displaying pages correctly. it appears they are both not reading the .css files correctly. I initially thought that it might be a firewall issue but that is turned off. I then installed opera and the pages are being displayed correctly. Anyone ever see anything like this before? also if you want screen caps let me know and i'll post up so you can see what is going on.
