If I was to create a server for UT2004, just for a small group of people of 5-7 on a local lan. What would be the min hardware it would require?

Pretty low for under 8 people.

You could probably run a 1.0-1.2 GHz P4/Athlon with 512 RAM and be just fine. But I wouldn't try any lower.

Bandwidth is generally the limiter on lan servers. Make sure you have a good NIC.

My last event with 12 people ran on a 1.8 Ghz with a 1Gb of ram without an issue.

You can hit epic and get the offical specs.
