Yes it does use DX 10 optionally. You'll still be able to use it on XP with DX 9 though.

And DX 11? What are you talking about??
 
UT2007 uses Unreal Engine 3

Unreal Engine 3 was designed around DirectX 9 ONLY

therefore, UT2007 is a DirectX 9 game, and if you don't believe me then read the first sentence of this page:

for those that are lazy, here is what it says:
