I don't think I'm describing it most effectively, but Basically, I'm looking for a little device that can go between my motherboard and front pannel USB-C port that adds the capability of USB-PD (power delivery) to the port. Does such a thing exist? I've had no luck finding one in my brief searching.
 
ive never heard of anything like that. if the mobo has usb-c and it supports pd, you could see if your case maker offers a replacement port, or mod a pd port into it somewhere.
 
Dunno, but it could be done. You would need a usb hub controller that does host and client communications, and also supports usbpd. Then you would need to create a circuit which goes to a port which connects to the upstream PC, probably with a diode/some fuse to protect from backflow, and another port which connects down stream to your PD device. You would probably need to make a power supply which runs on 12V and can be set to the various pd voltages, and since it's inside the PC you'll want very good emi filtering since you'll be stepping up 12V. If it uses more than 15w you'll probably want power from a pcie power connector off the PSU.

It would be a very expensive device, probably, depending on how many watts and volts you plan to support.
 
An external device would be less expensive, and easier to make. In fact, they make usbc -> trrs headphone adapters for phones which pass through power via a second usbc connector, although I don't know if they support pd. The implimentation would probably be similar, except you need your own usbpd power supply.
 
I did some searching earlier and I found that it does exist for your standard usb ports (see https://amazon.com/dp/B075F6BD4Y) but I have had no luck finding something that works off of your internal pc connectors
