Upgrading Server 2000 to 2003

Hi all

Our 2nd DC is a Win 2000 Standard server on which runs the licensing server. We need to upgrade this machine to 2003 Standard. We already have CALs for the users on the 2000 server.

Basically, what needs to be done in order for everything to go smoothly? Can we transfer the old CALs or do we need to re-buy them?
If we rebuy, then I'm going to go per user/device instead of per server..
 
You will need to buy new CALs. you will need to prep the 2000 forest and domains for the addition of 2003 domain controllers.

Okay, It looks like we have licenses for 2003 already, but I can not tell if they are installed/working.
The licensing server is on our 2000 server and it only shows per user. How would I tell if the licenses we have are .."installed" on the 2003 machine?
