I first noticed this when I booted up stalker. The videos of the logo's and shit that usually happen when you play again, well.. for some reason I watched them and noticed that the videos were tearing with horizontal lines. Especially True for the opening game video and then also true when ever lighting flashes.

I tried to record the problem with FRAPS but it is not showing up on fraps. What might I do to fix this?

Vsync is forced on with CCC.

also occurs in the Witcher.

doesnt happen much during gameplay usually only in cinematics or stuff like that.
 
I fixed it by downloading Rivatuner and having that force Vsync and Triple Buffering. CCC is a joke. The thing now is, with those forced im getting some slowdown.
 
For what it's worth, I've always found the VSync setting in CCC to be finicky.
It will say Forced, but it will actually be disabled. You have to disable it, save the setting, then enable it again... All the time.
 
Enable Triple Buffering?
triple buffering would not do anything to make vsync actually get applied. vsync would have to be working before there would be any point in trying to use triple buffering. also triple buffering doesnt do anything for DX games when used from the regular control panel. it has to be forced on through something like rivatuner.
