Suddenly can't get to HTTPS sites that require a cert

I've had this problem crop up now with a couple of users at work. Simply put, one day they can access the site https://payex.adp.com and the next they can't.

What should happen is with the cert, after a bit a prompt should come up asking for a name and password, however what happens is the site just hangs and times out. I'm able to reach the site from my own desktop and even without the cert, one should be able to reach the site, however they will just get an error right away.

These are Win XP SP3 machines with IE7.

I've tried using different browsers, rolling back the updates, setting changes within IE, etc.

It took a full system reimage in order to fix the issue.

Any ideas on how I can avoid having to reimage the machine?
 
I helped someone with an issue like this recently. We went through a 5 or 6 step processes for 'not being able to view https sites' that I found on Microsoft KB. Nothing worked. The fix was reinstalling the browser (ie7).

I would suggest that you download the stand alone version and install that. Make sure your system is completely malware free first though.

We tried an IE8 upgrade but that didn't work. However I havent tried a complete uninstall/reinstall.
 
FWIW, some users around here are having the same issue as of today.

apparently, atleast in IE8 (as at this time that's the only browser affected afaik), has something to do with the SmartScreen Filter turning on for some reason.

Open IE8 -> Tools -> SmartScreen Filter -> Turn Off SmartScreen Filter

this is working for atleast some users, anyway.

With initial testing it appears that something has toggled the SmartScreen Filter. In most cases, rebooting the system 1-3 times seems to reset SmartScreen to the "off" position and the user is able to work normally. If rebooting does not work you can direct the user to go to IE8, click on "Safety", then SmartScreen Filter, then "Turn SmartScreen Filter off".

I have not evaluated enough systems to be confident that this is the "cure", and am currently working with NS as to what may have triggered this and how to prevent of fix it in the future. As soon as I have some solid information I'll send out another notice.
