Stuttering/Choppy mouse when overclocking CPU (C2D)

Here's a wacky problem that's driving me insane. When overclocking my CPU (E2180), the mouse cursor stutters (moves choppy). Go back to default speeds and the stuttering is gone.

Besides the overclocking itself, there are two other conditions that must apply. The refresh rate needs to be above 60Hz (I'm on a CRT so that's a must), and hardware acceleration (control panel -> display) needs to be at full (turning it down a notch disables "cursor acceleration"). Also, when the CPU is under heavy load the stuttering is much weaker than when CPU is idle.

I can't be the only one who has had this problem. Right? I've tried different mice, different USB ports, different USB sampling rates - I even checked out if Vista had the same problem, which it did.

All three conditions must be active at the same time. Overclocked CPU, refresh rate above 60, and full hardware acceleration. Turn off one, and the mouse is back to normal.
