Shutdown = reboot after hotfix?

Hi there, after the last MS rollout of hotfixes and update, I have some PC's that no longer wanna turn of. If you select shutdown, they just reboot. This is across different platforms, and from one day to the other.

Anyone with the same symptoms?
 
I applied this month's patches on 2 systems and neither had problems shutting down.
