Shutdown Bug Windows 10 and 11

Ya I have this bug on an win 10 LTSC build. My media TV PC.
I just manually power off once out of Windows for the rare times I need it completely shut down. No big deal unless you forget and it boots back into Windows :LOL:
 
I actually just remembered the other day that this bug was fixed. When the latest Windows 11 update came out a few days ago I did a update and shut down and it worked.

Now I'm on 25H2 and this article only mentions 23H2 (along with Win10) as still having the issue? 23H2 Home & Pro are no longer under support.
