for christmas I got a saitek gamer's keyboard. My previous keyboard was a dell from another computer, and it was ps/2. I have this new one in the USB port. For whatever reason every restart or shutdown I re-enter windows with the mouse in the middle of the screen and I can't move it. I need to then use the windows key to restart the computer and the next time it enters windows it works fine. The mouse is a logitech mx510. any help is appreciated, thanks.

try using a usb to ps2 adapter and plug the keyboard into the ps2 port.
The 510 is wireless no?
maybe a usb conflict of sorts
Try a different usb port
