PSU or CPU problem

I have, what I believe is a CPU problem, just hoping to receive confirmation before I try and RMA the little bugger.

After I hit the power button, I receive no POST, no monitor signal (tested through my pci express and a pci video card), hard drives sound like they're spinning, motherboard and cpu fan are spinning. No keyboard or mouse signal (light's don't flash, mouse is USB, keyboard isn't). I tried replacing the motherboard and ram with no change.

From this, I'm lead to conclude that it's the processor causing my problems. I don't have a PSU readily available to test with, so any suggestions?
 
I would suspect psu failure.. I just haven't seen many cpu's spontaneously take a dump, not saying it doesn't happen, just that I think it's rather rare. You can pick up a psu tester pretty inexpensively....
