How can I batch process images in Windows to downsize 7.1MP images?

Usually, I open them in paint and save them without making any changes and the filesize drops from 2-3meg to 300-500KB which makes them easy to email. This is all well and good but I need to downsize a hundred pictures or so and I don't want to do that manually. Is there a (free) program to do this for me in batches?

I use ACDSee Pro at work pretty much every day, and I can strongly recommend anything else! It's horribly buggy and slow when working with anything other than tiny images, it crashes a lot, setting up A/B comparisons is a pain in the ass and the library function might as well not be there. Oh, and the editing tools are rubbish. The only thing that's even halfway descent about it is the fact that it starts displaying images before they're fully loaded, which can be useful at times (and horribly annoying at other times — it does make it more difficult to do comparisons) and the batch renaming tools. However, Metamorphose is a better batch renamer anyway, and works on anything and everything, and is free.

I started using XnView at work instead, and I do prefer it by some huge margin.
 
I also use Irfanview. Very handy, and you can batch rename at the same time.
