PC won't boot

My new custom made pc that I have had for past 6 months and I haven't been able to boot it up recently.

Problem:
I was trying to open up league of legends and then it froze, forcing me to hold the power button to shut it down since it wouldn't unfreeze.

Tried:
I tried a power supply test.
Sent it to a computer shop.
Cleaned everything.
Reseated Ram Sticks.
Clearing CMOS.

Noticed:
LEDs of keyboard turns on no matter what state computer is in as long it gets electricity in it.
No USB port is functional.
All fans are on.
A kind of fading sound, kind of a failed boot sound.
Plus when I was cleaning I found this on two of my parts. (pictures attached)

Looks like maybe the stock cooler was not making good contact, like one of the plastic fasteners was not locked down.
The stock coolers just suck, get a good after market cooler.

I did afterwards cleaned it and everything with proper care and thermal paste but still isn't working.
