PAL and NTSC ?

what is the difference between dvd formats NTSC and PAL ? which one works best for burning to DVD ? will they both play locally on my pc ?

PAL is European, NTSC is North America. Both will likely play on your computer,however NTSC is the only one that will likely play on your TV.

if they used the same FPS, it would have to be a multiple of both, 10 being the highest.

but to more accuratly answer your question, PAL is 25 fps interlaced to 50 Hz, NTSC is 29.97 fps, interlaced to 59.94 Hz
 
PAL DVDs also have a maximum resolution of 720x576 whereas NTSC is limited to 720x480.
 
Don't forget that NTSC films will have a 3:2 pulldown to get to 30fps, while PAL shouldn't, they just fudge the framerate to 25.

Of course the opposite applies to most US TV shows which have to be converted 30fps -> 25.
