Odd Performance Issues

I am having some weird performance issues that I can't pinpoint a single cause of, they are rather random like:
  • Sometimes minimizing windows will cause a "blinding" effect, i.e. sections of the window minimize at a time. I'm sure most of you know what I'm talking about here.
  • Starting a download in Firefox will freeze the browser for a couple seconds. Nothing horrible, but obviously something wrong there.
  • Suddenly launching or attempting to quit EVE has the possibility of completely freezing my computer (although music and stuff still plays)
  • General slowdown of some applications, seemingly at random... sometimes Winamp responds to min/max instantly, sometimes it decides to act like an 80 year old man, etc.
This stuff started happening basically out of the blue, though I experienced similar performance degredation on a previous Windows format (though it took much longer to start). After the first time it happened I switched to Linux and after using Ubuntu which for whatever reason had ridiculously poor performance, SuSE was fine. Then I had to switch back to Windows a few months ago and here we are again.

I have defragged my harddrives so I know it's not that, eliminating most of my processes sometimes helps but sometimes doesn't, and sometimes I don't have any issues at all! I have no idea what to attribute this stuff to, though it is still unacceptable.

On a related topic, I am planning to upgrade my computer soon (how soon depends on if I can get this fixed). I currently have an Athlon64 3500+, 2x512mb of corsair XMS ram, an asus mobo (forget model, a7x or something like that), and a couple hdds. My current upgrade plan is Core2 Duo e6600 + 2x 1gb corsair xms ddr2-800 + ASUS P5B Deluxe ... I've never built an Intel system so I thought what the hell. Any thoughts on that while you're here? ;)

Have you ran ad-aware and spybot ?

The symptons you listed sound a lot like a spyware infested machine.

Kill all your IE temp files and cookies, (all off-line files) unless you have some banking logins etc.
 
Yes, those were run today. Aside from a few rogue Firefox cookies all is well.
