Not Restarting Problem

Ok so here is my problem. At random times (sometimes startup, sometimes in a game, etc) my computer will reset on its own. I have not yet figured out why this is, BUT another problem that might be related is that sometimes when it resets the computer will not restart on its own. Furthermore, if I choose to restart from the start menu in windows, the computer will go through the windows shut down and such, then when the screen blacks out and you expect the comp to boot back up it just sits there. The fans are still running, but it does not boot up again. I have to turn the computer off and then back on again to get it to start.

So, first thing I tested was my RAM, b/c I thought it might be the culprit for the random restarts. I have been going for hours in memtest with no errors at all, so I am suspecting that the RAM may not be at fault. I have no clue how to test the CPU itself, so maybe some suggestions would be in order. As for my video cards, I am not having any heat issues nor any graphical glitches of any kind. The restarts seem to be independant of running graphic intensive applications. So now the PSU. I have it plugged into an AVR battery backup, and it seems to be drawing constant wattage and supplying steady voltages. My next step is to try to test the voltages when one of the random restarts happens. The motherboard I am unsure of. I started off with a DFI SLI board and had the same problems. After replacing the DFI twice I switched to the asus and have had these problems. I still had the random restarts on the DFI though, just not the odd not fully restarting problem.

So the not restarting problem is random as well. While reinstalling windows to see if that helped with the restarts, when the installation rebooted sometimes I would have the not restarting problem. But then later as I was installing drivers sometimes it would restart properly. So I am sorta at a loss right now. It definitely seems like a hardware issue, but I can't seem to find any way to isolate it. Any suggestions would be appreciated.
 
Now, when I turn on the computer, sometimes it just sitting at a black screen. Other times it starts loading windows and then just goes to a black screen and stays there. I don't get any errors. However, earlier I was trying to install a game and I was getting an installation error saying that it couldnt verify such and such file and it could be due to hard drive corruption, a scratch/dirty disk, or or error with the optical drive. I have installed this game many times before and never had an error; also the disk seems devoid of any scratches or blemishes. But now I can't get into windows to try to fiddle with it.
