New comp won't boot

Everything's connected (I'm sure of it), when I press the power button - nothing (yes, the PSU is flicked on). Sometimes I hear a beep and my case lights flash for half a second or so, then nothing. No fans spinning, no power.... Most of the time, though, I don't even hear a beep or any case lights flash. The odd thing is, the beep is not coming from the PC Speaker, because I haven't connected it. It's coming from somewhere else on the motherboard (or some other component),

Anyone know what could be causing this?

Edit: BTW, the PSU is known to be good. It was in my last system.
 
Your motherboard is mostlikley grounding out to the case.Check the underside of the motherboard make sure a screw didn't roll under there and short it out.
 
I'm sure there's no screw down there but I'll check right now anyway, thanks for the advice. Could this be caused by a dead CPU? I thought even with no CPU you'd hear a BIOS beep code, am I wrong about that?
 
Probably be a good idea to take it back apart and try assembling it again. Try another power supply also.
 
I removed the motherboard, checked underneath it, there is no screw. I'll try another PSU.
 
Tried old PSU, it worked. Tried current PSU (one I was using before), it worked.

I think voodoo is at work here. Can anyone think of an explanation? Best I could think of was my PSU was somehow shorting something out and it needed a reseating.

alot of no boot problems are resolved by just reseating components whether it be the ram or replugging in the atx connector to mobo or vidcard ..etc, etc
