Network Mon/Control?

I am looking for a network tool that will do the following.

1. Monitor Data Bandwith (for a capped connection)
----How much data each machine is pulling/pushing over the internet
----How much data each machine is pulling/pushing inside the network
----Etc...

2. Monitor Mallicious network activity

3. Block MAC address that are not registered with it

4. Good at blocking P2P applications on a per-computer basis

5. I would really prefer is this box did not have to be in between the network and internet connection (Eg, it just plugs in to any drop on the network and works)

That is about all I can think of for now. If it requires 2 diferent boxes that is fine, because i have a few lying around that I am not using for anything.

I would prefer if it is a free app/OS because money is tight, hence the bandwith monitoring.

As for #5, you going to have to place this box in between the network and the internet. There's no way a peer can limit other peers' bandwith, unless all traffic is passing through it.
