Need some help

So this kid brought in his laptop to my shop today, his story is that he was transfering a bunch of music off his machine for his friend then it he said it was not responding so he went into task manager and started killing programs that were running, this cause the machine to reboot. Ever since then, the machine will come up, go passed the Windows loading logo then come up to a black screen with his cursor on it. You are able to go into task manager and it shows explorer is running but to get his whole desktop loaded you have to end explorer and restart it. But even after doing this, nothing will open. The machine seems to boot fine into safe mode.
I've cleaned out startup via msconfig and it still wont go. When in normal mode and trying to open programs, you can see them in the task manager but most of the time they will say "iexplore.exe*32" or even when i specifically choose the 64bit version, it will just sit in the task man and never open
anyone have some insight? The only other step I can think of is just rebuilding the machine but I was hoping it wouldnt have to come to that

I know someone that had that happen with Vista, found out it's a bad system board. The locking up was the board giving up.
