mstsc /admin doesn't work?

I can't seem to RDP to a Citrix server with the following: "mstsc /admin". However, I can connect with "mstsc /console" or even "mstsc" alone. I am able to connect to the other Citrix servers (same OS) just fine with "mstsc /admin".

Client: Windows 7 Prof SP1 64-bit

Some info about BAD Citrix server:
Server: Windows Server 2003 R2 SP2
RDP: v6.1.7601 (Network Level Authentication supported, RDP 7.1 supported)
NIC: Intel PRO/1000 MT Network Connection
RDP-Tcp Security Layer: RDP Security Layer
RDP-Tcp Encryption Layer: Client Compatible
RDP-Tcp Network Adapter: All network adapters configured with this protocol


Note: the items in bold are not the same in other Citrix servers.
