mobo/psu problem

I need some help. My computer is not starting up everytime now. I just reinstalled my wcing and I've been having some problems. The computer doesn't turn on everytime. When it doesnt start up it doesnt make it into the bios loading screens. I think the problem has to do with either my psu or my mobo. One thing I noticed is that when it doesnt start up the chipset fan doesnt spin (actually its trying to spin just seems like theres not enough power because it only moves a little.) Another thing is my voltages are a little off for example:

12V reads 12.16
5V reads 4.78
VIO reads 3.52 (not sure whats thats supposed to be)
aggp: 1.52
ddr: 2.60
5vsb: 5.01
vbat: 3.02

it runs beutifully when it makes it into windows, but when it doesnt it pisses me off. I'm really short on money so I wanted to ask you guys before I bought a new psu or mobo.

BTW:
psu is a True 380W enermax
mobo is a abit kx7-333
