Recently I have started experiencing hard lockup crashes no bsod just hard lock so very hard to determine the issue. I decided to run memtest to see if the ram was failing while the ram passed all tests I noticed something strange in the test and speed.

You will notice slot 1 and 2 both show the ram speed at 10600 but all 4 sticks are 12800.


Any thoughts or opinions on this?

that is odd that memtest isn't displaying the correct speed for all sticks. having said that, memtest86+ v4.2 is getting a bit old now. unless the other members have a explanation for the discrepancy, i'd write it off as memtest being a bit old & not detecting the RAM properly. it could be easily fixed as just re-running memtest or re-seating RAM sticks.

might be a silly question, are you using a matched 4 stick kit or did you purchase 2 sets of dual channel RAM at different times?

regarded your hard-locks, i'd suggest you apply some basic trouble-shooting steps (change one thing at a time & re-test). the problem may not be your RAM, could be the GPU,MB,HDD, bad OC etc.

if RAM is at fault, suggest pulling 2 or 3 sticks and see if the hard-locking still occurs.
when test RAM with MemTest86+, you should test 1 stick at a time in the same DIMM slot. if all the sticks are proven reliable, take a single stick of RAM and test the other 3 DIMM slots individually. with all sticks & DIMMs cleared, then test with all 4 DIMMs populated. usually 2-3hr test for each stick of RAM/DIMM slot is enough to produce errors (if there are any) and a bit longer for fully populated DIMMs.
 
Ya this is after about a week of troubleshooting, I think memory is cheap enough I might just by another dual or quad set and see if the issue continues. Individually they all seem fine however since this is my dedicated streaming server I can't stream with just 1 stack of ram and only using 2 is even pushing it for running the software.

I had never seen 4 sticks show such strange timings, It was a quad channel kit at the time. I remember running memtest a while back and I just can't recall if the speeds were off but I'm going to say they weren't.

Either way i'll start with memory replacing and continue TSing form there.

As implied by aphasia you could try the latest memtest86 "not +" which has a january 2013 version.

Actually memtest is no different than memtest+ the 2013 updates are mainly cache related for L3 CPU changes, I've ran them both.
 
could be wrong as i havnt used memtest in a long time, but it could be that Memory is not always shipped at its max speed by default. Youll most likely have to set it to full speed in the BIOS

The memory Ive got shows up in CPUZ as 10700/1333mhz default, but its rated at 12800/1600mhz. This is a pretty common thing.

The ram does not set the speed. This is the job of the BIOS. The BIOS reads the SPD on each dimm and then usually sets the speed (unless you tell it to overclock your IMC) to the maximum non overclocked ram speed for the memory controller on your CPU. For IB CPUS this is DDR3 1600. I believe SB was DDR3 1333 and the original lga1366 CPUs this was DDR3 1066.
 
It looks like 2 of the four dimms are DDR3 1333 (even though sold as DDR3 1600).
