Malfunctioning Recylce Bin

I have a friend visiting and I am attempting to "fix" the small problems wrong with his pc.

His recycle bin seems to not be able to open or store deleted files, when files are dragged into the recyle bin or deleted they just dissapear.

Is this a registry issue? Is it spyware?

Please Help!
 
Right click on the recycle bin and check the options. It may be set to delete right away, without storing in the recycle bin.
 
It's definitely in that recycle bin's options. I have it set like that (really delete it when I click, "delete") so I don't suffer clutter over time.

I have tried that already, it was the first thing i checked.

I have heard it might have something to do with the desktop.inf or .ini file.
