Locking down a Windows 7 machine.

I have a family friend who has two grand children that are starting to look up things that they shouldn't. The machine in question is running Windows 7 Home. It's an older Dell laptop I resurrected for them. The grandparents have one user account (Administrator), and I made a user account for the two boys to log into. The user account for the boys has parental controls turned on, and I also turned on content control.

So the problem is with content control. It works, but it also sets any IE settings globally. So the grandparents can't freely surf the web without having to type in a password every time they click a link. Also, they want their grandkids to be able to freely surf the web, again without having to enter a password every time, just make it so they can't get to the adult websites.

I explained that for what they want I would need to get them some third party software, or a router/firewall. My question for you guys is: Is there anything I missed, or will I have to look into something like OpenDNS or a firewall?
