lines when playing games in 3d

Iv'e heard of this problem a while ago, where when people playing 3d games there is a line of liek 1 or 2 pixels across the top and across the left hand side... I recently got this problem anyone know how to fix it? ati x1900xtx (yes, I gave up my my 512 gtx... artifacts for no reason, being RMA'd) besides this I do like my ati better, although it is louder, but only when playing oblivion...
 
I have seen it too... usually a display setting change, restart and change back, restart clears it.
 
I get similar too, bf2 bfv and a few other games, to me it seems that its the menu screen behind the actual game screen that can be seen, and i can only see it on the top and left edge of the screen aswell...

When I stop playing the game and goto the main menu screen, it dissappears ? thats why I think it is just the menu screen being rendered behind the game screen.

It has happened on numerous games and numerous pc's with different video cards, so at least at my end, It isnt tied to one specific piece of hardware. Thus in my opinion, it isnt a problem...

I forgot to add, it doesnt do it with all games at my end, just a couple, and mainly ubi soft titles... ( not saying ubi games are infected with something, its just that Its probably only ubi soft titles that I have seen this problem/quirk whatever...)
 
The thing is it didn't do it until after I installed oblivion. Before I was playing FEAR and WoW without it, after oblivion installed it does it in all games...
 
ok it randomly went away when I multi tasked to check this thread...... odd.... and it is not the background, the 3d image is shifted to the right and down 1 pixel length each, in WoW it's a red line in oblivion it changes with whatever color rules the majority of the border
