I am trying to transfer a 600MB iso for one PC to another. Instead of a steady flow around 90%, I get a zig-zag pattern constantly jumping between 0Mbps and 23Mbps.

Both ethernet ports are Intel PRO100 and a 10/100 Netgear switch connects them.
I have a print screen of the traffic, but I can't upload the image here
 
A few factors can cause it to vary...
How much RAM in each computer..too little RAM..and it spits out big file copies in chunks and as the pagefile is used
Speeds of both hard drives?
What antivirus program being used on each...real time protection enabled?
Fragmentation of the "source" hard drive
