iOS contact sync issue (iPhone -> iCloud)

When I bought my iPhone 5 two years ago, for whatever reason I set up the contacts to be on the phone. Some of them somehow made their way to iCloud. I'm trying to get said contacts to ALL get on iCloud so that my iPad mini will be able to use them. I can't for the life of me figure out how to make this happen. I've turned contacts on and off, gotten messages that they are being "merged" with iCloud, etc, and still my iPad doesn't have the contacts.

I've googled this a lot, and the best thing I'm getting is to either do it manually, or use some third party program to move stuff around for me and force it to work. Has anyone else had the same issue, and if so, how did you resolve it?
 
turn off icloud contacts,
sync contacts with itunes to computer
export from contacts application (or outlook if on a PC)
import to icloud.com

In case anyone else reads this in the future, for the "export from contacts" part, select all of your contacts and import them as one vcard. The .abbu files can't be uploaded to icloud for some reason, and obviously a ton of individual vcards would take all day.
 
Another option is to sync your contacts to gmail (if you happen to use one). I believe yahoo mail or other s provides similar support. By doing that, you don't need to so closely bundled with iCloud. I personally think Apple is not doing a very good job on internet service, compared with google/yahoo.
