In practice, is the 7600K faster than a 7700K if we discount HT?

I guess what I mean is, are the changes of getting a higher clock speed better on the 7600K?

Since I already got a rig with plenty of cores/threads, I am thinking of building a rig for singled-threaded applications (like gaming).
