hp pavillion wont boot

my friend's laptop has been acting very weird as of late. it wont boot at all. i can go into the bios and what not then then windows black and white screen that asks for safe mode, last known good configuration or start windows normally screen comes up. well i can try to start windows normally and it will sit there for 8 minutes or so then just reboot, same thing in safe mode or last known good configuration. i tried putting in a windows cd just to see if it would boot it but it wont boot it at all...

any ideas what's going on ????
 
well i finally got it to boot to the logon screen but the touchpad does nothing and i cant logon...any ideas there??
