How much difference does the mobo make?

I have a 3500+ Newcastle that barely tops 2.5Ghz which is like a whopping 15%OC. I underclock memory so that really isnt the issue and I lowered my LDT/HTT to 4x.

No matter how much voltage I push into my chip, it will never top 2.52Ghz. I have zero issues with temps since I W/C. Currently Im at 1.55V. I can pump in 1.70V and I'll start failing benchmarks and have random resets at 2.53Ghz which strikes me as very odd. I have an OCZ Powerstream so its not the PSU which leads me to believe one of two things:
1) Got a crappy chip
or
2) My Soltek K8T800Pro939 mobo is hindering my progress. A review site tried OC'ing a K8T890 with a 3500+ and hit the same wall...

Any ideas?
