High lag/delay/timeouts before loading webpages

System is a (new to me) MSI X99s, i7 5820k, integrated Intel 1218-V 1Gb connection run through a TP Link TL-R600 VPN router. The MSI motherboard has the latest BIOS, the computer has the newest Intel network drivers and chipset drivers, the Router has been updated to the latest firmware, and this is a new fresh install of Windows 8.1 Pro.

I have other computers connected to this network and also network devices (Netflix, WAP, etc) none of them have any of these slow down issues.


The issue I am having is that the internet will gradually get longer and longer "lag" time between clicking a link and loading. It starts off slow and gets worse and worse to the point that I will get partial loads. Things like the youtube suggested links on the side not loading the images, thumbnails not loading, and eventually sites just stop working. This occurs over a ~2-3 hour period and seems to be partially remedied by a restart. Although even when its good, its not great. My older i5 setup with a Realtek integrated NIC is much faster and plugging the modem directly into the x99 system seems faster as well.

I have grabbed some screenshots from the task manager that kind of illustrate what I mean:

In all cases I just randomly clicked on tons of different links to get things loading. As you can see as the issue progresses there are larger and larger gaps of zero upload/download traffic even though links have been clicked and are "loading." The weird thing is things like speedtest.net even though when I click it waits on the "finding a nearby server" thing for 2-3 seconds without doing anything the ping (17-18 ms) and speeds for both upload and download are normal. It seems to be some sort of issue causing a huge lag before sending requests.

Under the Intel Network Diagnostics everything is fine except under Cable:
Cable Quality Status: Failed
Cable Integrity Status: Failed
Distance to problem: 65535 Meters

I don't know what to do. This is what I have tried so far to no avail:
- Switched to Google DNS
- Forced the speed down to 100 Mbps
- Swapped multiple cables (this computer is 3ft from the router and plugs right in)
- flush dns / reset
- Disabled all network power saving options

Any idea what to do? I think I may have to just buy another network card to go in the computer.
