Help with new e6600 build

So I just finished putting my first Intel system together. I've built 6 AMD systems in the past 5 years but this Intel stuff is new to me.

So here's the problem I'm having. I installed all the drivers and was getting ready to start overclocking it when I noticed something funny in CPU-Z. My multipier is going from 6 to 9 which changes the core speed from 1600 to 2400. I thought it might be the speedstep but it's disabled in my bios.

Any suggestions as to what might be causing this?

System specs:
E6600
Asus P5B deluxe
Crucial Ballistic 2gig DDR2 6400
EVGA 8800GTS 320mb
Windows XP SP2
 
I'll be honest with you the first thing I would have suspected was "speedstep" also, depending on the BIOS (I have two P5B Deluxes and a E6600, but I still can't remember) isn't there something to do with the temp thing or is that speedstep? (Cie something?)

The reason I was asking is I have a E6420 in a P5B Deluxe and a E6400 in a AW9D-MAX and I was playing around with the cat /proc/cpuinfo command in Linux and it wouldn't register correctly, also I couldn't get Intel TAT to work for me on my TForce p965 mobo . (If I remember correctly)
