Hardware Acceleration Issues?

Specs:
P4 3.0
1 GB 3200 Ram
Abit Ic7-G Motherboard
Radeon 9800XT

Having a bit of a problem. My system has been sluggish (ie moving windows around, opening the start menu, etc etc). Lots of "hardware lag" so to speak. Here's a list of what I've tried:

- scanned with AVG, Spybot, Adaware -> nothing found
- latest ATI and Omega Drivers
- turning hardware acceleration off "fixes" it
- cleaned out system with compressed air
- have about 5 fans running (and then a mobo fan, a cpu fan, and one on the 9800XT)
- tried a 9600, doesn't work
- tried an old Geforce 2 MX, DOES work
- the 9800XT works on my other computer (IC7 not G, 2.6 P4, 512 3200, same cables and monitor)
- took out all nessasary PCI cards to no avail (all I got in at the moment is the 9600 and my Audigy 2)
- the mobo fan seems to be a bit messed up (seems to be a tad louder and slower than normal) but it shouldn't matter with all the other fans should it?

Help!
 
Ok. Call of Duty in fact was giving me crap about OpenGL being corrupt or something, maybe its some software stuff?
 
9800XT + DriverCleaner + Catalyst 4.12 = Gert combo, trust me ;)
