Group Policy Manager / Windows 2000 Server

How do I get to the group policy manager in windows 2000 server? I've tried looking, but all can seem to find is Domain Policy Manager. Is it under Active Directory users ? I've also tried looking at the help file but that didn't direct me.

you can also type gpedit.msc in the start>run box to access it (if it is already installed/active).
 
Supported Operating Systems: Windows Server 2003, Windows XP

GPMC runs on Windows XP Professional SP1 and Windows Server 2003 computers and can manage Group Policy in either Windows 2000 or Windows Server 2003 domains.

So I can not install this on the Windows 2000 Server machine, therefore I must install it on a windows XP machine, but I can control the group policy on the domain from this windows xp machine?
