GPU load fluctuating

I have a 7870le card and am seeing my gpu load bounce between 64% to 99% on all the recent driver updates. I primarily play bf3 and now bf4. I remember something mentioned about this in another thread in the past and adjusting power control in ccc, and it does work however my vrm's hit 92c with power limit set to +10. Has anybody seen this behavior and know of any other fixes. I don't like that I have to adjust my card from stock to make it work like a stock product should. Thanks for taking the time to read this, any feedback is appreciated.
 
92c isn't too bad as the limit is 120c. The default Vcore voltage may also be set too high, so if you try lowering it by using utility such as Trixx, it will also help lowering the temp. As for the throttling, it happens with many of the cards out there with boost bios even at stock. One way to fix it is as you have done by raising the power limit, another way is by editing the bios and make it non boost.
 
Lower the voltage in MSI afterburner and set power limit a little lower. Default is too high at 1250, but you can lower it to 1200 with zero trouble. Mine even work at 1150. My powercolor mysts are stable at +7 or 8for power limit.
