Pig made an excellent suggestion.
namely a gaming max settings database. A database that tells you what max playable settings a card can attain. I am not trying to offend, but this question is thrown at the folks who already make databases. i am not one of those guys, I am a user unit not a creator unit . putting all that data in nice neat lil boxes gives me the hee bee gee bes.

the premise is that a user unit like myself would plug in the name of vid card and the game and be given a result that shows the max settings that said game is playable.

i know that this runs in the wall of ' playable based on whose standards, the game makers, the card makers or the players. ect the ideal would be all three. users could post to the database thier results, and we could get what the card makers say the card should do and the game designers I dunno how it would work but it seems like a good idea.
