Yes and if a card is faster it will downclock to the slower one to match speeds.
 
I had one of those (but another one is on route). It was rumored that the voltage switch via the jumper was only enabled in the HDMI for-sale-in-Asia-only version of the card and disabled in the North American version.

I switched the jumper a few times...it really didn't help with overclocking. I got the same, decent overclock with the jumper off or on (in either position).

25 Mhz isn't going to make a much difference, anyway. Now, if you we're able to get a 200+ plus core overclock like Victor Wang did with his 9800 GTX volt-mod overclock, that would be something.
