Good old Fred, he was the only semi-sane sounding one in the bunch.
It used to be an extension/control panel just called Speech. It was also apparently called MacinTalk or PlainTalk at various times. This page lists the original voices (WARNING: it's very green). Who can forget Bubbles or Deranged?
OSX has a much more sophisticated version now.

Back at my old grade school, they had a lab full of original iMacs running OS 9, and I was the only kid in my grade who had a Mac, so I'd teach kids tricks and such, like replacing student's folder's with applescripts that would spawn hundreds of new windows, or, my favorite, synchronizing the whole room to start singing in the Good News voice. Those were the days.
