Based on the FAQ from EVE, I was hoping to get some clarification on the following settings:

If the pilot is in your fleet, his color tag would be purple with a white icon in the center.
This I understand.

If the pilot is in your corporation, his color tag would be green with a white star in the center.
This I discovered once I asked why everyone has green backed stars :)

If the pilot is at war with your corporation or alliance, his color tag would be red with a white star in the center.
So...this tells me...he's a "Bad Guy"? Should I fire, or expect to be fired upon?

If the pilot is in your alliance, his color tag would be blue with a white star in the center.
This I understand

If the pilot has high standings, his color tag would be blue with a white cross in the center.
High standings with who?...me? Is this set by me?

If the pilot has good standings, his color tag would be light blue with a white cross in the center.
Again...with who?

If the pilot has a bad standing, his color tag would be orange with a white line in the center.
Bad standing = attack or be attacked?

If the pilot has a horrible standing, his color tag would be red with a white line in the center.
I have seen these as of recent...but I was told not to fire upon them.

If the pilot has a bounty on his head, his color tag would be black with a white skull in the center.
Seen many of these...but again...it appears all is safe in highsec.

If a pilot has a security status below -5.0, he blinks red on your overview.
Blinking red! - I've had this happen as well...but I'm in highsec...wont Concord handle this?

If a pilot has a security status below zero, from zero to -5.0, he will show up as yellow on your overview.
Seen these as well...what's the danger?

Sorry if this has been explained, but I'm starting to get frustrated over who I can kill and when. Maybe having the above questions cleared up can help.
 
All standings, other than those by/towards NPC corps, are manually set by you, your CEO or alliance leadership.

Say some guy keeps flipping your cans while mining. It wouldn't be a bad idea to set his whole corp red so you can glance at local and see if he has friends who can counter attack when you engage him. This mechanic is nothing more than a visual tool to help you identify people or corps.

Bottom line is the only people you can shoot in empire without concord blowing you up are flashy reds, someone you have kill rights against or war targets (red with a star).
War targets will be looking to engage or run from you so yes, if you think you can take them fire away :)

So, in Highsec - the only thing I should be concerned with is:

1. Flashy red targets
2. Red background with white stars.

These are free to fire as I see fit?

So..the red background with the white minus is no good to me?
 
Correct, the red back negative sign just means your corp/alliance has them set negative. That's just to help identifying hostiles quickly, and give you no special kill rights. The red backed white star and anything flashy red can be shot. You will only see flashy's in .4 or lower space, aka Low Sec. If they go to .5 or higher, high sec, concord will kill them.
 
Concord killing flashing targets holds true.

I was warping to a gate, and when I came out of warp, I got some flash on the screen that someone pissed off concord. Next thing I realize some Drake is flashing red on the screen. My first concern - I'm dead. As I'm sorting out in my mind what is happening...POW...no more Drake.

Wreck is just sitting there...

Concerned about aggroing anyone else due to taking the loot...I just salvaged the guy's wreck and jump gated :D

This answers alot...I'll keep a more watchful eye on the screen.
 
There are a couple of cases where you will see a red flashy with no concord interdiction. 1) Pods, concord does not shoot pods. However you still can without concord reprocussion. (The owner however may not like you much afterwards) 2) Loot theifs. If someone loots your can or wreck they will flag to you making them open game to retaliation. In a lot of cases these folks are intentionaly goading you to shoot them. As soon as you agress they split out and bring a bigger ship and wack you too. Basic rule of thumb is never fly anything you cant afford to loose, that way when you do aggress them and loose its no big deal. Even better deal if you pop them of course :)

One last bit about aggression, if you aggress you can not use gates or doc for a short period (30 seconds give or take), so dont plan to do a quick shoot and gate hop as it wont work.
 
AFAIK, Concord will retaliate for Podding someone in Empire under some circumstances. Say someone flips an ore can on you, and you manage to blow them out of the sky; Good for you, but if you pod them, Concord will get you for it. Not sure about war targets, they may be fair podding game.

As for shooting at something just because you can, eh, I guess you'll only make that mistake once. You might get lucky, and it's just some random guy who can't really defend himself. You might, on the other hand, end up staring at your pod shortly after.

Don't be trigger happy, engage when you've got a clear advantage to win *only*.

Pardon me... I should definantly clarify my point. You CAN shoot a players pod who has -5 or lower standings without being concorded. -5 sec players will always appear flashy red even when you are in corp/fleet with them.

War target pods are also fair game.
